The Under-way was an Orc-path in Shelob's lair, probably the tunnel between an under-gate and the stone door blocking Shelob from approaching the Tower of Cirith Ungol.
In the year TA 3019, after Frodo Baggins was poisoned and webbed by Shelob, this was the place where Orcs Shagrat and Gorbag stopped to talk while taking Frodo to Cirith Ungol.[1]
