The page refers to a ban of the Valar placed on the Noldor when they passed into the East in pursuit of Morgoth. It is my understanding that the Ban of the Valar is the restriction placed on the Numenoreans to prevent them from sailing west, out of sight of their own lands. I assume the writer meant the Phophesy of the North which was spoken to the Noldor by Mandos, that if the Noldor chose to reenter Middle Earth then Valanor would be shut against them.
