The Keys to Orthanc, were literally keys, being described as two great black keys of an intricate shape, joined by a ring of steel. At one point during the book of the Two Towers, Gandalf said to Saruman that if he handed over the Keys to Orthanc, and his staff, in time he may be pardoned and get them both back.  Saruman does not however surrender them to Gandalf; eventually, he does surrender them to Fangorn (Treebeard) who possibly gave them to Aragorn which would have returned them to their original owner as Isengard is righfully owned by Gondor.
