No one is known to have lived there either in the Second or Third ages or beyond.
During the First Age of Middle-earth, Himling was once a hill known as Himring which was the location of the realm of Maedhros, the eldest son of Fëanor. After the sinking of the Beleriand at the end of the War of Wrath, the peak of the hill remained above water as an island.
